The project mirrors its protagonist: actor Terence Hill, the hero of many successful "spaghetti westerns" with co-star Bud Spencer. Terence Hill lived in New Mexico for many years. Now he has moved back to Italy and was immediately enthusiastic about this new television project.
The series is directed by Enrico Oldoini, his third TV fiction project after the series "Dio vede e provvede" and its sequel, both produced by Lux Vide.
As of October 12, 1998 and for the following eight months, an entire town, medieval Gubbio, became the series' set. Most of the scenes were shot there, with the active cooperation of its residents. Some scenes were filmed in the penitentiary of Civitavecchia.
Our story begins when Don Matteo, chaplain of death row of a South American prison, is transferred back to his hometown, where he first discovered his religious vocation. The Bishop, who had always defended him when criticized for his open-mindedness, wanted him back there.

Even when dealing with crime Don Matteo is a real priest. In fact, his main task is awakening peoples' consciences. His mission is not simply to unmask the culprit, but to reveal to that person that through free will, one can choose between good and evil, but obviously good is the only way.
